Strengthening routine information system to improve RMNCH service delivery in Bangladesh

eMIS Initiative of DGFP

Electronic management information system (eMIS) is an initiative of the Directorate General of Family Planning (DGFP) to transform paper-based service-delivery tools into digital formats. The purpose of this digital transformation is to ensure that quality data from routine sources are available on time for better planning and decision-making.

eMIS activities began in 2015 with support from the USAID through its implementing partners, namely, Data for Impact (previously MEASURE Evaluation), icddr,b, and MaMoni Maternal and Newborn Care Strengthening. Over the phases of maturity from prototype development through piloting, demonstration, and scale-up, eMIS has become the national digital platform for DGFP.

More than a data-recording tool, eMIS digitized the entire service delivery processes of community workers, facility providers, supervisors, and managers under the DGFP. The interlinked community and facility systems allow tracking of every individual across the continuum of care at different service delivery points by using unique identification numbers. Built-in system intelligence helps provide quality services as per protocol in the areas of maternal and child health, family planning, reproductive health, nutrition, adolescent care, under-five care, immunization, limited curative care, and so on.

Coverage

As of June 2021, DGFP with technical support from the eMIS implementing partners has scaled up the eMIS in 250 Upazilas of 36 districts either fully or partially. Currently, more than 11,000 community workers, service providers, supervisors, and managers use eMIS tools to perform their daily activities. Until June 2021, eMIS servers contain data of more than 34 million people, nearly 6.5 million eligible couples, and nearly 900 thousand pregnant women. These figures are rising sharply every day as the scale-up coverage is increasing.
